<p>The ability to implement successful innovation policies will be crucial to global competitive advantage&#8211;is there a better government system to handle innovation policy?  Will China&#8217;s communist regime push policy through faster than the often debilitating back and forth discussions of democratic-oriented government&#8217;s?
